On February 27, 2026, the Learning Resource and Multimedia Center (LRMC) of Brokenshire College, Inc. officially marked a significant institutional milestone through the Memorandum of Agreement (MOA) Signing and Installation of the STARBOOKS (Science and Technology Academic and Research-Based Openly Operated KioskS) in partnership with the Department of Science and Technology (DOST).
The activity was spearheaded by Ms. Cristine Otero, RL, MLIS, Unit Head of the LRMC, who reaffirmed the LRMC's commitment to delivering inclusive, accessible, and technology-driven library services for both the Basic Education and College departments. The initiative was further strengthened by the presence and support of Dr. Felix C. Chavez, Jr., Vice-President for Academic Affairs and Student Services, whose leadership underscores the academic administrationโs commitment to research, innovation, and quality instruction.
The program commenced with registration and preliminaries, followed by an inspiring message from Mr. Melvin James B. Balbon, Director for Human Resources. This was succeeded by Mr. Nathanael David Abines, who presented the overview of the Memorandum of Agreement prior to the ceremonial signing, formally signifying the establishment of the institutional partnership with DOST.
The event gathered administrators, unit heads, librarians, library staff, faculty members, and institutional personnel, demonstrating a unified and collaborative effort to expand access to science and technology information resources within the academic community.
The activity concluded with the STARBOOKS training and installation facilitated by Mr. Russel Ritch N. Handumon, equipping participants with the essential knowledge and technical skills necessary to effectively navigate and maximize the systemโs offline digital resources.
Through STARBOOKS, the LRMC now enhances access to comprehensive science, technology, and research-based materials, particularly benefiting learners who may have limited internet connectivity. This initiative directly contributes to the realization of the United Nations Sustainable Development Goals (SDGs), specifically SDG 4 (Quality Education) by promoting inclusive and equitable access to quality learning resources, and SDG 9 (Industry, Innovation, and Infrastructure) by strengthening technological infrastructure within the institution. The successful implementation of this partnership reaffirms Brokenshire College, Inc.โs steadfast commitment to innovation, research advancement, and academic excellence.
